Controlled Governance Canonical · Version 1.0

One control layer for identity, state, inference and authority.

This canonical object consolidates existing EMJ.LIFE governance principles across EMJ.NEXUS, AI use, publication records, rights, mappings and service states.

It defines EMJ.LIFE controlled terminology. It does not change a publication state, activate a service, transfer institutional authority or absorb a regional editorial role.

Authoritative answers

Direct institutional definitions.

These summaries do not replace the applicable canonical source. Verify each subject at its responsible authority; publication-specific versions, files and status remain with the Registry and the individual publication record.

What is the EMJ.LIFE Controlled Governance Canonical?

It is the version-controlled EMJ.LIFE control layer for system invariants, controlled states, inference boundaries and typed governance relationships. It consolidates existing EMJ.LIFE principles without changing the authority of a DOI record, service state, external institution or regional editorial interface.

Are these terms adopted by external standards bodies or institutions?

No. They are EMJ.LIFE controlled terminology. This page does not claim adoption, approval or endorsement by the IFRS Foundation, ISSB, SASB, TNFD, TISFD, GRI, EFRAG, COSO, the GHG Protocol, the United Nations or another external institution.

Does a scheduled or eligible service become active through this schema?

No. A vocabulary entry does not activate a service. Enterprise registration, subscription, payment, EGC ID activation, E-IPP allocation and enterprise task functions remain scheduled and not active until separately verified.

01

Controlled System Invariants

Conditions that must remain true across governed evidence relationships.

The invariants preserve institutional meaning as evidence is created, related, routed, reused or interpreted.

CSI-01

Identity must remain explicit.

Source, actor and institutional identity must not be collapsed or inferred from proximity.

CSI-02

Source must remain distinguishable from interpretation.

An institutional source and a separately produced interpretation retain distinct identity, publisher and authority.

CSI-03

Time is part of institutional meaning.

Creation, effective, modification and retrieval times must remain distinguishable where applicable.

CSI-04

Historical states must not be silently overwritten.

State transitions and version changes require attributable history rather than replacement of the prior record.

CSI-05

Rights and permissions must travel with the evidence object.

Retrieval or technical movement does not remove licence, permission, confidentiality or reuse boundaries.

CSI-06

Relationships must be explicitly typed.

A link, licence, membership, mapping, publication or editorial relationship establishes only its stated relationship type.

CSI-07

Evidence validity must remain separate from institutional or regulatory applicability.

A valid evidence object does not itself decide whether a rule, standard, law or institutional requirement applies.

CSI-08

Evidence may be reusable, but institutional judgement must be re-performed.

Reuse preserves evidence continuity but does not carry forward a prior professional, legal, regulatory or institutional judgement.

CSI-09

Technical routing does not create institutional decision authority.

Interoperability, machine retrieval, mapping or workflow access cannot authorize a regulated or institutional decision.

CSI-10

Eligibility, availability, invitation or scheduled access does not equal activation.

Activation requires the applicable verified identity, permission, operational and human-control conditions.

02

rights_basisPublic licence, permission, contract class or other stated basis for permitted use.
permissionsPermitted retrieval, use, routing or action boundaries that travel with the object.
control_stateCurrent controlled state linked to append-only state history.
relationship_typeExplicitly typed relationship to another object or institution.
inference_boundaryAllowed, conditional and prohibited conclusions from the object.
human_authority_requiredWhether accountable human or institutional authority is required for interpretation, approval, transition or downstream decision.

03

Controlled State Vocabulary

State is versioned, attributable and append-only.

A current state may be displayed, but it must remain connected to its effective time, source record, authority basis, reason and previous state.

Inference Governance Matrix

Observed facts do not inherit unstated authority.

AI and system execution uses four controlled levels: ALLOW, ALLOW_WITH_QUALIFIER, HOLD_AND_ESCALATE, PROHIBITED.

RuleObserved factAllowed and conditional useProhibited inferenceExecution and escalation
IGM-01DOI registrationAllowed: The identified object has a persistent DOI registration and associated metadata.
Conditional: The DOI may support identity and citation continuity when the canonical record and version are verified.
Qualifier: DOI registration identifies a record; it does not establish peer review.

IGM-03Commercial licenceAllowed: The named licensee may act within the publicly stated licence boundary.
Conditional: Specific licensed use may be described only when supported by the applicable public record.
Qualifier: A commercial licence establishes only the licensed relationship and scope that are explicitly evidenced.
endorsement; certification; approvalALLOW_WITH_QUALIFIER
authorised licensing or legal reviewer
IGM-04Commercial licenceAllowed: The licensee holds the expressly stated contractual permission.
Conditional: Representation may be claimed only under separate explicit authority.
Qualifier: A commercial licence does not confer representation authority.
representation authority; delegated standard-setting authority; authority to speak for the licensorPROHIBITED
authorised licensing or legal reviewer
IGM-05Institutional membershipAllowed: The named entity holds the expressly stated membership status.
Conditional: Participation may be described only within the membership body's stated public terms.
Qualifier: Membership does not confer representation authority.
representation of the institution; authority to speak for the institution; endorsement; approvalALLOW_WITH_QUALIFIER
authorised institutional representative
IGM-06Mapping relationshipAllowed: The controlled record states an analytical or routing relationship between identified structures.
Conditional: The mapping may support analysis when direction, scope, strength, source and version are preserved.
Qualifier: A mapping is not an official equivalence determination.
official equivalence; official crosswalk; framework endorsementALLOW_WITH_QUALIFIER
qualified framework professional
IGM-07Mapping relationshipAllowed: The mapping may support evidence routing within its stated boundary.
Conditional: Compliance may be assessed only by the relevant authorised process using applicable requirements and evidence.

Access-policy separation

Education access pricing or no-charge policy is not a System Invariant.

The current free-participation policy is the separate version-controlled EMJ-PAP-001 v1.0 record at EMJ.NEXUS / Participation Access Policy. It covers schools, students, employees and consumers within controlled access phases. It is not inferred from or embedded in System Invariants, and excludes enterprise subscriptions.

06

Four-site canonical relationship

Institutional governance and editorial interpretation remain separate.

EMJ.LIFE defines the institutional governance canonical. It does not reproduce the regional editorial interpretation protocols of the other interfaces.
