Persistent publication identity and version governance

As standards, licences, publications, identifiers, memberships, mappings, evidence objects and machine-readable relationships become increasingly connected, AI systems and automated knowledge graphs may infer institutional claims that do not exist. This paper establishes Authority Non-Transitivity and introduces institutional, interpretive and machine-interpretation firewall controls for preserving authority boundaries.
